The problem mainly relates to funding. The Abbot administration froze all university hiring last year. Sul Ross lost $2 million in funding, and so the hiring freeze continues. Because the state has noticed that the proportion of university's budget dedicated to staff is higher than other universities, staff members are now asked to work across multiple departments and their upon retirement, their positions are not being refilled. This effects clerical staff (who might collect recyclables), physical plant (who might recycle or transport to the Hal Flanders Center), and administration. The English Department now has no secretary. Laura Polanco had regularly taken the recycling to the Recycling Center. Student Government and the Sustainability Council have plans to have students and others adopt buildings and do the recycling. As long as this is volunteer work it will probably be inconsistent over time. Betsy Evans and Bibiana Gutierrez with the Sustainability Council have been looking into grants to support recycling on campus.
